Volumetrically it comes close, because allulose provides real bulk. On sweetness it does not: allulose is about 70% as sweet as sugar, so a one-to-one replacement tastes noticeably less sweet. Most formulators use allulose for bulk and add a small charge of monk fruit or stevia Reb M to bring total sweetness back to parity.
Monk fruit generally tests cleaner in blind panels, with a rounder fruit-forward profile and none of the liquorice note that stevia Reb A can carry at higher use levels. Stevia Reb M closes most of that gap but costs considerably more than Reb A. Monk fruit is more expensive per unit of sweetness than either stevia grade.
Allulose does — it participates in the Maillard reaction and browns readily, sometimes faster than sugar, so bake times often need reducing. Stevia and monk fruit extracts do not brown at all, because they are used at fractions of a percent and are not reducing sugars.
